The Former President's Woke Warning Overlooks The Continent's True Danger: Technological Decline.

The recent US national security strategy offers a misguided view of Europe. The document asserts that open-border policies and so-called "progressive" agendas represent an grave threat to European civilization. However, this perspective is based on a serious misreading of the reality. The true danger confronting the EU is not societal but economic and technological lag.

The Stark Economic Divide Separating the US and Europe

Statistics reveal a stark contrast. Between 2008 and 2023, American economic output grew by 87%, while a mere 13.5% increase for the EU. Over this time, EU GDP per capita fell from 76.5% to just 50% of the US level. Remarkably, even the poorest US state now has a greater average income than major EU nations like Italy and France.

Today, about half of the world’s top fifty technology firms are US-based, while only four are European.

The Innovation Deficit: A Critical Question

The growing economic gap is driven by stronger efficiency gains in the US, fueled by technological innovation and higher total factor productivity. The landscape of global tech leadership is overwhelmingly US-centric. In the last five decades, hundreds of American startups have scaled into companies valued at over ten billion dollars, compared with just 14 in the European continent.

This gap prompts a pressing issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, where does the EU stand? Experts widely agree it is largely a two-horse race between the United States and China, with Europe starting at a significant disadvantage.

Root Causes of the Continent's Innovation Gap

Several major reasons explain this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile system for financing new ventures. Europe has yet to establish a true unified investment market, a factor that limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder European business. A US startup can launch a service under a single regulatory framework to access a consumer base of over 330 million. The EU, despite a bigger population size, is split among twenty-seven different national systems, creating significant market obstacles.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was historically viewed with penalties, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find reasons for optimism. European leaders are increasingly aware of the severe threat and have begun to propose substantial change. Key reports on EU competitiveness and the internal market point to the necessity of sweeping reforms.

Given appropriate policies and rule changes, Europe's strengths could support much higher levels of commercial innovation.

Europe still possesses considerable strengths: skilled workforce, top-tier education systems, and world-class labs. Coupled with a large internal market and substantial household savings, these elements have the potential to trigger a surge of venture creation.

Importantly, even if the EU does not take the lead in developing next-generation tech, it can still dramatically increase productivity by implementing and tailoring advancements from elsewhere.

A Critical Juncture

The European Union now stands at a decisive moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, the continent's technological decline has been gradual. However, if it fails to take decisive action to tackle its deep-seated problems, today's slow erosion could turn into a sudden and irreversible decline in world influence.
